Deputy Prime Minister Neth Savoeun Assures Support for Advancing the Disability Sector


Phnom Penh – Deputy Prime Minister Neth Savoeun presided over the closing ceremony of the 3rd Global Conference on Assistance to Victims of Anti-Personnel Mines and Other Explosive Ordnance in the Disability Context, held at the Sofitel Hotel. During the event, he expressed his deep commitment to promoting the disability sector and showcased strong interest in this important cause.

H.E. Em Chan Makara, Secretary of State of the Ministry of Social Affairs, Veterans and Youth Rehabilitation, and Secretary General of the Disability Action Council, underlined the remarkable progress made in the disability sector, which is attributed to the wise leadership of former Prime Minister Samdech Hun Sen and the current Prime Minister Samdech Hun Manet, who have consistently shown care and support for people with disabilities in Cambodia.

During his address at the conference’s closing ceremony, Deputy Prime Minister Neth Savoeun highlighted significant government initiatives, such as the issuance of a sub-decree that outlines the rates and procedures for hiring people with disabilities. This includes a quota of 2% for the public sector and 1% for the private sector, resulting in employment opportunities for 3,748 individuals with disabilities in 37 public institutions (23% female) and 5,839 individuals in 291 private institutions (66% female). These measures reflect the government’s commitment to inclusivity and equal opportunities.

Furthermore, the Deputy Prime Minister emphasized the promotion of the rights of persons with disabilities in various aspects of society, including political engagement, social activities, culture, sports, and activities aimed at combating discrimination against persons with disabilities in Cambodia. He highlighted Cambodia’s recent hosting of the 12th Southeast Asian Paralympic Games, known as the ASEAN Para Games, as a significant event that underscores the nation’s dedication to supporting individuals with disabilities.

Deputy Prime Minister Neth Savoeun called upon relevant ministries and institutions to effectively implement national and international legal documents pertaining to persons with disabilities, particularly victims of landmines and explosive remnants. He stressed the importance of actively promoting the National Disability Strategic Plan, the Law on the Protection and Promotion of the Rights of Persons with Disabilities, the Convention on the Rights of Persons with Disabilities, and national action plans for mine victim assistance. Additionally, he encouraged policies and initiatives at both national and international levels to enhance the well-being of people with disabilities and to facilitate their employment in both the public and private sectors.

In closing, Deputy Prime Minister Neth Savoeun urged active participation in efforts to raise awareness about the rights of persons with disabilities and to combat discrimination and stigma directed at persons with disabilities and victims of landmines.
